The new Connect tab acts as a sort of replacement for the current "Find People" section. Once there, you'll find recommendations based on a number of factors. From :

The Connect tab is now rolling out to everyone across both Android and iOS, so you should see it soon. Once enabled, the Twitter app will prompt you with an introduction explaining how to use it.
