Start Launcher.exe .
From the main menu click MULTIPLAYER / PRIVATE MATCH / MATCH SETTINGS
disable the option " DEDICATED SERVER " and set "MINIMUM CLIENTS " 12 .
Go back and click START GAME . You will play with bots .
