Set spawn location to casino penthouse.
1. Spawn in casino penthouse and make ur way over to the phone.
(Now ur gonna wanna be pretty quick on this step)
2. Hit right d-pad and immediately hold down on dpad and select any story mode character, back out of alert and bring up interaction menu.
